Community development and sustainability

This progress report highlights the 4 year achievements of the USAID-funded Livestock Market Systems (LMS) program which is implemented in Isiolo, Wajir, Turkana, Marsabit and Garissa counties in the north from Kenya. The achievements are presented under the three main objectives of the program which are the strengthening of institutions, systems and governance, the improvement of human capital and collaborative action and learning for the empowerment of communities. LMS implements these goals through two models, namely, Neighborhood Development Planning (WDP) and Girls Enhancing Resilience through Livelihoods (GIRL). Using the WDP model, LMS has helped communities form Neighborhood Planning Committees (WPCs) whose role is to identify community needs and develop a neighborhood development planning document that is distributed to governments. county councils and development organizations to guide their development priorities.

Mercy Corps, which implements the LMS program under the Building Community Capacity through Resilience and Growth (SCCRG) goal, has achieved the following:

  1. Implement innovation and community projects for development. Over the past year, LMS, through the Neighborhood Planning Committees (WPCs), has actively engaged county governments during public participation in the drafting of the fiscal document to initiate the annual development plans . The WPCs ensured that their development priorities were included in the fiscal document to guide the technical committees when allocating the budget. Across the five counties, community priorities totaling $5,585,100 have been implemented by county governments through the constant advocacy of WPCs.

  2. Government and community capacity building in Disaster Risk Management (DRM). The program facilitated the training of Neighborhood Planning Committees (WPCs) on Early Warning and Early Response (EWER) and linked them to National Drought Management Authority systems. As a result, WPCs have become integral in disseminating early warning notices and climate information to at-risk communities using WhatsApp groups, local radio stations and public community meetings.

  3. Extension of the GIRL model to other countries to reach more adolescent girls. Mercy Corps used lessons learned from implementing the GIRL model to develop an GIRL strategy, which was used to raise additional funds from private donors. Mercy Corps received $10 million to expand the GIRL model in Kenya, Uganda and Haiti and reach at least 70,000 adolescent girls, boys and young women. The program will build on the LMS AA2 GIRL model, support transition pathways among current LMS GIRL model participants, and reach an additional 10,000 adolescent girls in Kenya. LMS AA2 also received an additional $200,000 from the Bridges Fund to support transition pathways for at least 1,500 adolescent girls and boys in Turkana and Wajir through our local partners.

  4. Support for GIS strategy planning and development. LMS helped the Wajir County government to develop a GIS strategy based on an already existing GIS lab in the county. The GIS strategy aimed to enable the county government to establish a county development management system with technology-assisted levels of access, including hardware and web-based platforms for data interaction between the executive and the public. Governor of Wajir County is accelerating implementation of GIS Action Plan and has committed at least KES 10 million ($100,000) for implementation of GIS Action Plan in FY 2021 /2022. To expand the vision to other countries, LMS supported a GIS learning tour for Turkana, Isiolo, Marsabit, Garissa and Samburu counties. The learning visit allowed visiting counties to develop their own GIS action plan to deploy a similar county-wide data management system for decision-making in their own counties.
